How Used Cooking Oil Is Traded Internationally

Introduction: UCO as a Global Feedstock Corridor

Used cooking oil (UCO) has moved from a local waste-management by-product to one of the most actively traded waste-based feedstocks in renewable fuel supply chains. European biodiesel producers, hydrotreated vegetable oil (HVO) refiners, and oleochemical plants compete for the same physical barrels that originate in restaurant kitchens, food-processing facilities, and industrial fryers across Asia, the Americas, and Europe. Understanding how UCO is collected, aggregated, certified, priced, and shipped is essential for any supplier seeking export access or any buyer structuring long-term offtake.

Unlike virgin vegetable oils traded on futures exchanges, UCO is heterogeneous. Free fatty acid (FFA) levels, moisture, origin oil profile, and traceability documentation vary parcel by parcel. That heterogeneity defines the commercial structure: layered collectors, regional aggregators, export traders, and industrial buyers each perform a distinct qualification function before material reaches a pre-treatment unit or conversion reactor.

Upstream Structure: From Kitchen to Export Tank

Point-of-origin collection

At the base of the chain, UCO is generated when catering establishments, quick-service restaurants, hotels, canteens, and food manufacturers discard frying oil after use. In mature European markets, collection is often formalised through licensed waste carriers operating under national rules implementing Regulation (EC) No 1069/2009 on animal by-products. UCO from mixed catering sources is typically classified as Category 3 material when it contains or consists of materials of animal origin — a classification that shapes both sanitary handling and, increasingly, import documentation requirements.

In emerging export corridors — Southeast Asia, parts of Latin America, and North America — collection ranges from structured food-service networks to informal aggregators buying from small fryers. Buyers sourcing from these regions should verify not only assay quality but also whether collection points can demonstrate volume continuity, anti-mixing controls, and eventual compliance with EU establishment registration expectations under forthcoming import rules.

Aggregators and pre-treatment hubs

Raw collected oil rarely meets export specifications. Aggregators perform settling, coarse filtration, dewatering, and sometimes acid-value management before oil is transferred to export-oriented storage. A credible aggregator maintains batch records linking inbound collections to outbound bulk loads, measures FFA and moisture at receipt and dispatch, and segregates material that exceeds contract limits.

Industrial buyers prefer aggregators that operate fixed tanks with heating capability, closed loading systems, and calibrated weighbridges. For ISCC EU-certified supply chains, the aggregator often acts as the first certified economic operator required to register transactions in the Union Database (UDB) or equivalent national traceability systems. Even where certification begins downstream, weak aggregator discipline is the most common root cause of traceability gaps later in the chain.

Practical guidance for suppliers: document every inbound collection ticket, retain samples per batch, and never commingle unknown third-party oil into an export lot. Buyers reject ambiguous chains faster than they reject high FFA.

Midstream Trade: Traders, Brokers, and Corridor Logic

International UCO trade is executed primarily through specialist traders and commodity desks rather than exchange clearing. Typical export lanes include Southeast Asia to Rotterdam/Antwerp, the United States Gulf or East Coast to ARA (Amsterdam-Rotterdam-Antwerp), intra-EU flows from Southern and Eastern Europe into Northwest European biodiesel clusters, and growing South American origins into Mediterranean discharge ports.

Contracts reference quality specifications (FFA, moisture, impurities and unsaponifiable matter — MIU or M&I — iodine value, sulphur), delivery basis (FOB, CFR, CIF, or DDP for domestic EU flows), sustainability certification (ISCC EU being the dominant scheme for RED-compliant material), and inspection protocol. Pre-shipment inspection at loadport by independent surveyors is standard for containerised and bulk parcel trades above modest tonnage thresholds.

Pricing is not centralised. Benchmark assessments published by price reporting agencies — for example Fastmarkets' CIF ARA and ISCC DDP Northwest Europe indices — provide reference points, but actual transaction levels reflect origin premium or discount, certification status, FFA/MIU assay, freight structure, and counterparty risk. ISCC-certified EU-origin UCO typically commands a premium over uncertified or high-risk-origin material because it reduces audit friction for obligated fuel suppliers.

Role of intermediaries

Professional intermediaries introduce screened suppliers to qualified buyers, align specification language, coordinate inspection and documentation, and manage timing between production windows and plant intake schedules. A competent desk verifies seller capacity, sample history, certification scope, and export-licence readiness before listing a parcel — it does not substitute for buyer technical approval or certification body audits.

Downstream Buyers: Biodiesel, HVO, and Oleochemical Demand

FAME / UCOME producers

Traditional biodiesel plants convert UCO through transesterification into fatty acid methyl esters (FAME), commonly referred to as UCOME when the feedstock is used cooking oil. These plants are sensitive to FFA above roughly 3–5%, water content, and phosphorus carryover from fried foods. High FFA material may require pre-esterification or acid pre-treatment, increasing processing cost and influencing the price a plant will pay.

UCOME quality downstream is governed by EN 14214 in Europe. Iodine value of the incoming UCO influences cold-filter plugging point (CFPP) of the finished ester — a critical winter operability parameter for blenders. European-origin UCO from sunflower or rapeseed frying tends toward higher iodine value; palm-dominated Southeast Asian UCO trends lower, affecting seasonality and regional pricing spreads.

HVO and co-processing refiners

Hydrotreating units — whether standalone renewable diesel plants or co-processing configurations at conventional refineries — accept UCO as a feedstock for hydroprocessed esters and fatty acids (HEFA) pathways. These units generally tolerate somewhat different impurity profiles than legacy FAME plants but still enforce strict limits on metals, chlorides, and polymeric residues from degraded frying oil.

HVO demand has reshaped global UCO flows by pulling material toward deep-conversion assets in Europe, North America, and Asia. Long-term offtake agreements between collectors and HVO producers increasingly include sustainability certification, fixed assay bands, and direct UDB-traceable transfers.

Oleochemical and technical outlets

A smaller but stable share of UCO enters oleochemical splitting, soap manufacture, or technical fat applications. These outlets compete at the margin with fuel buyers and may absorb lower-iodine or higher-FFA material, though sanitary classification still applies for Category 3 streams in Europe.

Physical Logistics: Bulk, ISO Tanks, and Flexitanks

UCO moves internationally in road tankers (regional), rail tank cars (continental), ISO tank containers (intermodal), flexitanks inside 20-foot containers, and occasionally parcel tankers for large recurring programmes. Heating requirements depend on iodine value and ambient temperature; high-IV material may need maintained temperature to avoid viscosity and handling issues during winter discharge.

Sanitary and animal-by-product rules in the EU require monitored transport from border control posts to approved destination plants under Delegated Regulation (EU) 2019/1666, unless a closed conveyor system authorised by the competent authority is used. Exporters shipping into Europe should align loadport filtration and moisture/solids separation with Section 13 requirements of Regulation (EU) No 142/2011 as amended — notably the combined maximum of 10% moisture and solids (% w/w) after filtration or physical separation, with particles above 6 mm removed.

  • Align sustainability PoS (Proof of Sustainability) issuance timing with shipment date to avoid UDB reconciliation gaps.

Certification, Compliance, and Market Access

For material intended to count toward EU renewable energy obligations, ISCC EU certification is the practical market standard. Certification covers mass-balance chain of custody, greenhouse gas calculations, origin verification, and — under RED III implementation — registration of transactions in the Union Database. Uncertified UCO may still trade for non-RED outlets or export to jurisdictions with different rules, but the price differential versus certified material has widened as compliance scrutiny intensifies.

Fraud risk — particularly misdeclaration of virgin palm oil or other oils as UCO — has driven regulatory tightening. Commission Regulation (EU) 2025/2181 introduces harmonised import conditions including establishment approval, importer declarations, and monitored inland transport for third-country UCO entering the Union from 19 November 2027. Suppliers who treat UCO as generic waste oil without traceable origin records will find EU market access increasingly constrained regardless of assay quality.

Commercial Checklist for Suppliers and Buyers

Suppliers seeking international buyers

Build a repeatable assay history (minimum six months where possible), invest in settling and filtration, register collection points for future EU establishment requirements, and obtain ISCC EU certification at the aggregation site if targeting RED-compliant buyers. Prepare standard documentation packs: certificate of analysis, bill of lading, weight certificate, sustainability PoS where applicable, and non-GMO or origin declarations if requested.

Buyers qualifying new origins

Request three independent pre-shipment samples, validate iodine value against your CFPP or HVO yield model, audit chain-of-custody records from collection through loadport, and price FFA/MIU deviations with explicit rejection and renegotiation clauses. Conduct counterparty due diligence on export licence status and historical dispute record before locking quarterly volumes.
