Direct answer
A usable bulk UCO supplier offer identifies the seller, the material actually available, its collection and loading origins, the lot analysis and the delivery conditions. Separate ready stock from forecast collections. A trading desk can assess the file against a buyer requirement; submitting an offer does not establish purchase acceptance.
Describe available material rather than a monthly promise
Identify the legal seller, its role in the collection chain and the person authorised to offer the material. State the loading place and the available quantity with a date. Explain whether the quantity is segregated stock, aggregated material or future collection capacity.
Connect the quantity to storage records, a lot identifier and evidence the seller is authorised to supply it. An attractive monthly volume is not proof that a load can be assembled. Clarify collection origin separately from the country from which the shipment will depart.

Attach analysis that belongs to the offered batch
Provide the COA with sample date, lot reference, laboratory, units and methods. Explain any filtration, settling or other treatment performed before sampling. A generic TDS describes a target and does not prove the result of the material offered.
Agree how a representative sample will be drawn, retained and compared with the loading material. FOSFA sampling and inspection references explain the roles involved; they do not prove that an inspector has been appointed for this offer.
Make the commercial proposal reviewable
State the currency, quantity basis, named loading and delivery places, proposed delivery rule, validity and inclusions. Explain loading access, weighing arrangements and the equipment expected. Sustainability documents are supplied against the buyer's actual requirement.
Send the supplier file to the trading desk for assessment. Keep contractual terms, payment conditions and any sustainability claim subject to verification for the actual transaction.
